David E. Smith Elementary is in Haltom City, Texas in the Birdville Independent School District. In August of 2023, David E Smith Elementary merged with WT Francisco Elementary. In 1954, David E Smith Elementary opened its doors to the community and quickly outgrew the building which created a need for a new campus. In 1959, WT Francisco Elementary opened its doors, establishing two incredible campuses supported by one community. Now the two campuses come back together under one roof to be the David E Smith Lions.

Board Renames Shannon High and Names New Partner Elementary
On Thursday, Jan. 26, BISD’s board of trustees unanimously approved the naming of three facilities impacted by the 2022 Bond.
Shannon High School will be renamed Bob E. Griggs High School, effective with the campus’s move to the new location on Denton Highway. The school mascot will remain the shamrock. Dr. Bob E. Griggs served as BISD’s superintendent of schools from 1993–2002.
The special education wing at the new Denton Highway property was named Linda Kunkel Specialized Learning Center. Linda started her career at Birdville ISD in 1981 as a special education resource teacher. She continued in that role from 1981–88. After earning her master’s degree and educational diagnostician certification, Linda became an educational diagnostician in BISD and graciously served students and families in that role from 1988–99. During that period, she became the first diagnostician employed at Shannon High School.
The new partner elementary school combining Smith and Francisco elementary schools will continue to carry the name David E. Smith Elementary with the cafeteria being named Francisco Cafeteria. The school colors will be red and blue, and the school mascot will be a Lion.
The following information is provided in response to 34 C.F.R. Part 106.8 of the 2020 Title IX Regulations, mandating notice of a nondiscrimination policy and adoption and publication of grievance procedures that provide for the prompt and equitable resolution of student and employee complaints.
In accordance with Title IX, the District does not, and is required not to, discriminate on the basis of sex in its educational programs or activities. The requirement not to discriminate extends to employment. As a school district serving students in kindergarten through grade 12, the District is not subject to provisions in Title IX Regulations (Subpart C) prohibiting discrimination on the basis of sex in admissions and recruitment. However, the district does not discriminate on the basis of sex in admissions or transfer requests.

Any person can report sex discrimination, including sexual harassment, in person, by mail, telephone, email, or any other means, at any time, that results in the Title IX coordinator receiving the person’s verbal or written report.
During district business hours, reports may also be made in person to the Title IX Coordinator or their designee.

Title I, Part A is the largest federal assistance program for schools. Title I helps students receive a fair, equal, and high-quality education by providing additional funding to support student success. In order to receive these funds, our district and campus must create a plan for refining our educational offerings and involving families in their students' education.
